unless you can open the AV and show todays date for definitions I imagine you are gong to keep hitting this wall time and time again. that's a nuisance because you are going to have to change provider by the looks of it, even though you are happy with the product.
only other option I can think of is loading up a free AV - even security essentials? have it disabled yet updated, enable when on site and able to show definition date?

Luckily, you are not stuck forcing the same rule over and over and over for each user. Instead of making an individual rule for every single person in 'Policies,' you could make a single rule at the root level of C:/dirty or C:/scripts. This should cut your time down significantly for this.
